Confronted with the fact that Russia is increasing log export duty, experts who attended the Conference on Consultation and Training of Investment Policies of Sino-Russia Forests Development and Wood Processing suggested we should deal with the increase of export duty in various ways as follows and avoided the risks of directly importing logs from Russia.
First, we should explore other import countries of logs. We should continue enhance our cooperation with Russia in wood cutting and processing, meanwhile we should cast our sight to Vietnam, Laos, Europe and Africa. In the serious circumstances of tight supply and increase of transportation costs and storage costs and price, domestic dealers and industrial associations should actively unite for purchase, transportation, distribution, settlement to reduce their costs.
Second, we should help enterprises to develop in foreign countries. At present, Russia also made some preferential measures to encourage foreign investors to set up wood deep processing factories in Russia, especially Chinese enterprises which were permitted gave more preferential policies. So, Chinese government should lead enterprises to go abroad for development. To build wood processing area in district in Russia adjacent to China can not only promote centralized development of enterprises, but also cause scale development of wood processing industry in China.
Third, we should adjust wood import and export policy, make more preferential policies for export of processed imported logs, increase profits of enterprises and encourage import.
Fourth, we should take full advantage of low costs of resources and production factors at ports, actively support transfer of district industry, attract competitive wood processing enterprises to come to log import ports, lead wood processing enterprises to deep and precise processing, extend industrial chain, increase added-value of products and support some competitive enterprises to be much stronger by policies.
