In order to cope with price hike of agricultural materials, make up for damages caused by bad weather and support the upcoming spring plowing, the central government decided to raise direct general grant to agricultural materials to 48.2b Yuan from previous 27.6b Yuan, up 75%. Plus 15.1-billion-Yuan direct grain subsidy budgeted from grain risk fund, direct subsidies allocated by the central government will reach 63.3b Yuan in 2008. Suppose Chinese crop planting areas are 103m hectares, the subsidy will be 615 Yuan in per hectare.

Meanwhile the subsidies were extended in lump sum rather than in batches and phases this year. The Ministry of Finance has allocated the two direct subsidies which are up to 63.3m Yuan to local provinces in advance on Feb 20th, and urged local governments to step on subsidy issue, striving to pay off the subsidy to farmers before spring plowing.
