Henan has recently worked out a grain production plan to implement the State Strategic Grain Project. Henan’s ambitious goals of grain production is 55 million MT by Year 2010, 60 million MT by 2015 and 65 million MT by 2020. The plan also lists detailed measures to reach the goals.

BOABC considers the plan significant in ensuring China’s grain safety in the long run, but the following should be paid attention to: First, the limitation of arable land resources and water resources. Second, efforts should be made to improve crop quality. Third, grain product-mix should be optimized. Fourth, grain deep-processing should be pushed forward to make full use of grain resources. Finally, the outshipment of grains and processed grain products should be improved.
